She is Klan Klein. She is Meltlandi, an alien born at that size to fight wars. You can find her in Macross Frontier. They use machines to shrink themselves down to human size. For some reason she looks like a little girl when she is human size. I think its funny how when humans first encountered the giants they asked how we got so small and we asked how they got so big.
