This is more than likely the character in female form. He only ever wore these clothes (as far as I know) during the brief period he was actually a girl. Don't think this warrants a "male" tag. Not that I'd mind either way. ;>

Uncaring, even oblivious, of the destruction she is causing, giantess Power Girl is focussed on things ahead, on her own agenda, even as her gloved hands drag across building facades raining debris on the streets and there is carnage at every boot step, probably just collateral damage.....Power Girl looks like she is chasing something and nothing is going to stop her.........really great pic.

Based on the pixellation and aliasing, this looks like a game from the Viper series of animated hentai games that were popular in the late 90's to early 00's, or at least something inspired by them. Even the shading style looks similar.

I agree that a lot of these earlier images from this collager are pretty poor quality. Their more recent stuff is much better, but I've uploaded all of it to preserve their work. They left the community for privacy reasons, and gave consent to reupload without their name in the tags. Their newer collages were some of my all time favorites, and if I was going to save some of the images, I figured I'd get them all.
