I can tell you now it IS a manga because I OWN the manga. Try looking at the bottom of the pic that says "This image was hosted at MANGA-fox.com"

@TryBI: This is from manga. It's just one of the chapters of Sora no Otoshimono.

Off-topic, I actually uploaded around 20 images of Sora no Otoshimono, but again it's only showing this one. Can one of the mods explain to me why the rest was denied? They were fairly high-res, so that can't be the problem. If chibi isn't allowed, then my first upload should've been void. And I uploaded four different pages on this part.

I think the fascination some have with panties is that you're getting a glimpse of something intimate and "naughty" that you're not really supposed to be seeing. It's something personal and private to the gal wearing them. At least that MAY have been the idea before half the women and men today wear their pants around their ankles.
