I think Fluttershy is closest to the "camera" (or POV, if you will), that is why she appears bigger. She does have the biggest boobs though, so Xane's theory holds up! XD

I've written a little bit of dialogue to go with the pic.

Rarity: Twilight darling, please tell me you know how to fix this?
Twilight: Well, I DO know the counter spell. But... I don't have a horn anymore, casting it wil be... tricky.
